House Passes Spending Bill; Amendment To Block Removal Of Needle Exchange Funding Ban Defeated
The House on Friday passed a $730.5 billion bill (HR 3293) "to fund health, education and labor programs in fiscal 2010 after narrowly defeating an attempt to strip language that would lift the ban on federal needle exchange programs," in the U.S., CQ Today reports (Wolfe, 7/24). Lawmakers voted 211-218 to reject an amendment by Mark Souder (R-Ind.) that sought to keep the ban in place, the AP/Lewiston Sun Journal reports (Taylor, 7/25). The bill that passed includes a restriction against using federal funds for needle exchanges within 1,000 feet of day care centers, schools, parks, playgrounds, pools and youth centers, the Washington Post reports.

During Pregnancy, Women With Endometriosis Need Special Care To Avoid Risk Of Premature Birth
The largest study to date of endometriosis in pregnant women has found that the condition is a major risk factor for premature birth, the 25th annual conference of the European Society of Human Reproduction and Embryology heard. Dr. Henrik Falconer, of the Department of Woman and Child Health, Karolinska Institute, Stockholm, Sweden, said that his team had found that women with endometriosis also had a higher risk of other pregnancy complications, as well as being more likely to give birth through Caesarean section. The research is published on-line in the journal Human Reproduction*.

House Ways And Means Panel Rejects Amendments To Exclude Abortion Coverage From Health Reform

The House Ways and Means Committee on Thursday voted 23-18 to approve its health care reform bill (HR 3200) after rejecting dozens of Republican amendments, including attempts to exclude abortion coverage from the essential benefit package created in the legislation, CQ Today reports. An amendment offered by Rep. Sam Johnson (R-Texas) was rejected in an 18-23 vote; Reps. Bill Pascrell (N.J.), Earl Pomeroy (N.D.) and John Tanner (Tenn.) were the only Democrats to support the amendment. The amendment included exceptions for abortion to save the woman"s life or in cases of rape or incest. Committee members voted 19-22 to reject a similar amendment by House Minority Whip Eric Cantor (R-Va.).The House health reform bill would establish a panel to set a minimum benefits package that health insurers must offer. The bill aims to expand health insurance coverage by mandating that individuals obtain insurance, requiring employers to offer workers coverage or pay a fine, and establishing a health insurance exchange where people could compare and purchase plans. The exchange would include a government-run health insurance option that would compete with private plans (Rubin, CQ Today, 7/17).
